Eventually the three had a major role in reorganizing the Virginia Central into the Chesapeake and Ohio."

- The scope and significance of this measure was described as follows:
"The law provided for State, county, and local supervision for schools, which were to be bree to all children between the ages of five and twenty-one years and which were to continue for five months. Separate schools were to be provided for the colored children. Normal schools were also to have a place in the plan, and agricultural and graded schools were to be provided. The literary fund was reorganized and secured and, in addition to its income, provision was made for a capitation tax of one dollar and a property tax of ten cents on the hundred dollars' valuation, with optional county and district property taxation."
